History of the region based on the materials of archeological excavations” is being opened on the lowest floor of the Church of the Presentation of the Virgin in the Temple with the refectory. It is the first full exhibition representing archaeology of the Belozersk district in the Vologda Region. Materials of the monastery archeology are displayed for the first time in our region. More than 4000 archeological objects dating back to different chronological periods are represented there: from the Mesolithic period (9000 B.C.) till the late Middle Ages.
At the end of the 20th – early 21st century considerable restoration work has been carried out in the Kirillo-Belozersky museum-reserve. Museumfication of the monuments is being realized at the same time. One of the most interesting architectural buildings of the Kirillo-Belozersky monastery is the Monks’ cells. In the process of its restoration architects and restorers managed to discover complicated structure of this dwelling house of the 17th-19th centuries.
Exhibitions dedicated to the folk applied art and handicrafts of the Belozersk district are placed in the spacious vaulted chambers of the monastery cook-house of the 16th century. An important place is occupied by wood-carving, ceramics, peasant embroidery, weaving, lace-making and a folk female costume of the 19th-early 20th centuries.

The Commission of the Russian Federation for the Affairs of the UNESCO (then the Commission) is the government coordination body which provides the co-operation of the Government of the Russian Federation, federal bodies of the administrative authorities, other institutions and also scientists and experts with the UNESCO.

       The Commission assists the participation of the federal bodies of the administrative authorities, of other institutions and also of scientists and experts which are known authorities in the sphere of the activity of the UNESCO in the actions and programs held by the UNESCO.

       By the decision of the Commission the Russian Comity of the World Heritage (then the Comity) was established with the object of realization of the provisions of the “Convention Concerning the Protection of the World Cultural and Natural Heritage” (1972).

       The Comity is the national coordination center concerning the management and protection of the sites of the World Heritage in the Russian Federation. It consists of the representatives of the state government bodies of the Russian Federation, of the constituent entities of the Russian Federation, of the national committees of the specialized organizations, of the professional non-governmental organizations, of the higher educational establishments and of the scientific research institutions which take part in the management of the World Heritage sites. It also consists of the scientists and experts, which are known authorities in the sphere of the activity of the UNESCO in the actions and programs held by the UNESCO. The specialized   scientific-methods Council and regional expert groups were established under the jurisdiction of the Committee.

The purpose of the Committee as the national coordinating centre is to realize the regulations of the Convention Concerning the Protection of the World Cultural and Natural Heritage on the territory of the Russian Federation (1972):

  1. carrying out and following the common policy aimed to enforce the functions of the World Cultural and Natural Heritage in the public life of the country and to include the protection of this Heritage into the programs of common planning;
  2. regular control of the preservation and use of the sites included into the World Heritage List, control is carried out by the Committee jointly with the Ministry of the Cultural Affairs of the Russian Federation, the Russian Federal Service for Cultural Heritage Protection, the Ministry of the Natural Resources and Ecology of the Russian Federation; coordinating the building, scientific, restoration and project activities.
  3. developing the scientific and technical elaborations and researches, improvement of the methods of work which allow the State to eliminate dangers threatening the World Cultural and Natural Heritage ;
  4. assistance in taking the proper legal, scientific, administrative and financial measures for the exposure, protection, preservation, popularization and restoration of the Heritage;
  5. assistance in the creation and development of the national or regional centres of the preparation concerning the protection, preservation and popularization of the World Cultural and Natural Heritage .

 

According to this the Committee as the national coordinating centre carries out the work applied to the management serial nomination “The Ensemble of the Ferapontov monastery” taking into account the opinion of the specialized   scientific-methods Council and regional expert groups.

Resume to the Management Plan for the World Heritage Site Ensemble of the Ferapontov monastery

 

This plan is necessary to preserve the site. The management plan was elaborated according to the current legislation. It is important because it contains the various aspects of the preservation and management of the site. This document applies to the areas adjoining the site. It is important to manage and to preserve the Heritage properly. These areas so called “buffer zones” were separated out in the course of the investigation.

One of the purposes of the management plan is to set up a base for collaboration with the local managerial authorities and communities.

The plan includes the following elements:

- Table of contents, designation of the elements of the plan;

- Descriptions of the site in consideration of the history, culture and significance in the region (social and economic potential);

- Detailed characteristics, description of the site and its significance.

The elements of the plan include:

 - Analysis;

-  Determination of the strengths, weaknesses, opportunities and threats according to the legislation and the social and economic situation;

 - Analysis of the current management of the site and of the methods of its preservation and use;

 - Determination of the management problems;

 - Determination of the main purposes of management;

 - Determination of the detailed implementation plan aimed at achievement of goals;

 - Working out the detailed implementation schedule;

 - Approval of the main rules of the plan fulfillment and of the monitoring.

This structure of the plan guarantees the clarity and the efficiency of measures and work necessary for its implementation.

The plan was elaborated with the assistance of the representatives of the local organizations. The final version of the plan was considered and approved by the same participants.

 

 

One of the important stages in the process of the preparation of the management plan is definition of key stakeholders – meaning institutions and individuals, interested in the outcomes of the plan implementation. Among them one should find both representatives of local authorities, land owners of sites located within the borders of the site and its buffer zones as well as various governmental and non-governmental organizations and institutions. The choice of these stakeholders depends on the specifics of the site.

Among the stakeholders of the management plan for the site of the Ensemble of the Ferapontov monastery the following institutions and individuals were identified:

The Ministry of Cultural Affairs of the Russian Federation;

The Department of Culture and Cultural Heritage Preservation of the Vologda region;

The Vologda eparchial administration of the Russian Orthodox Church; 

The Kirillo-Belozersky historic-architectural and art museum-reserve;

The Museum of the frescoes of Dionysius;

The management of the Kirillov district;

The management of the settlement Ferapontovo;

The state scientific-research institute of restoration;

The central scientific-restoration workshops;

Limited Liability Company “Restoration center – architecture, manufacture, training”;

Trusteeship of the museum of frescoes of Dionysius;

National park “Russian North”;

The Institute of Art of the Ministry of Cultural Affairs of the Russian Federation;

The Institute of the Russian literature of the Academy of Science of the Russian Federation.

One of the key stages of the preparation of the plan is the analysis of the strong and weak points and also of the opportunities and threats regarding the implementation of the plan. These factors were determined within the social, economic and management (legal) context.

Strengths:

Preservation and authenticity of the architectural and art monuments, monument of the state significance, nature landscape, system of roads, waterways, national park „Russian North”, place of destination.

 Weaknesses:

 Lack of service, absence of educated personells and opportunities of their enlisting, demografic situation, lack of small business, poor support of the legal base, few cars in the museum.

 Opportunities:

Development of the museum, development of the tourism, growing of the income of the population, cooperation with the Russian Orthodox Church,  creation of the scientific-research center for the study of the monuments of the Old Russian culture, development of the infrastructure of the settlement.

Threats:

Climate conditions, anthropological factor, uncontrolled building of private houses, a lot of private lands, in the protected zone, poor financial support, weak-developed material-technical base,change of the status of the monument, neighbourhood with the city Cherepovets, airways.

Another key part of the plan preparation process is associated with definition key problems of site management. This list is later on a subject of subdivision into the short list of key problems regarding the social, economic and management contexts. Also the problems regarding the other spheres of activity can be defined. 

 The following social problems regarding the management of the plan were defined:

- Law salary, lack of service housing;

- Weak medical and cultural service, lack of transport, lack of social programs at the museum.

The following economic problems regarding the management of the plan were defined:

- Lack of the purpose -orientated programs of funding;

- Weak infrastructure of service for local people and

-Weak economic development of the district and of business.

The following economic problems regarding the management of the plan were defined:

- Lack of the purpose-orientated programs; 

- Insufficient staff training;

- Insufficient collaboration between the authorities and the museum.

Some problems regarding the other aspects of plan implementation were defined:

- Climate;

- Anthropogenic destructive factor ;

- Insufficient number of laws about the preservation of landscape and monuments and about law enforcement.

The general concept for the preservation of the site and the detailed goals of achievement it  were also defined. Within the social sphere:

 - Financing having a special purpose, financial accounts, creation of legal foundations of the functioning of the state and public life;   

 – Improvement of the management and professional skills of the executors, their training according to the requirements of the museum and its partner-organizations;

 – Elaboration and realization of the social programs for the employees of the museum living in the settlement Ferapontovo;

– Elimination of the bureaucratic barriers, reduce of the number of the officials.

Within the economic sphere:

 – Change of the state policy concerning culture to make organizatoins more independent;

– Improvement of the amenability for the special use of the means, removal of the intermediaries;

 – Support of the small business by the gouvernment, increase of the investments for the rural population.

Within the management (legal) sphere:

 – Forming the spiritual and moral culture of the managerial staff;

 – Increase of the managers’ responsibility for their duties;

 – Publication of the results of the managers’ work through the massmedia, informing the staff about these results.

On the basis of the detailed implementation plans for each of the specified management goals for the site it was possible to define the detailed implementation schedule for the entire plan.

The effectiveness of management plan implementation, as well as the impact of each of the undertaken measures on the state of the site, should be carefully assessed within the monitoring process. The UNESCO Convention for the protection of the World Cultural and Natural Patrimony recommends preparation of the reports regarding the state of the site. According to recently accepted rules, such the reports should be prepared once in six years period.
